Shelters

The shelters are often the first stage for a child to enter the institutional system in Ukraine. Children cannot enter an orphanage until their paperwork is in order, and they can spend up to a year at a shelter waiting for this to happen.  Once their paperwork is complete, they are transferred to the appropriate orphanage (usually Orphanage #5).
